This is a rather late derivative of the American Pavilion in Expo Osaka circa 1970. There the public was entering the whole pavilion as if it was situated "in the clouds" through a special cloud-making apparatus. Regardless of ideological bend of the Art&Technology moment, it made sense there in regards to the new utopian emphasis on technology. A few decades later, this just seems arty formalist special effects. A good statement for the lack of any role for all those "biennials" today.
